Institutional Performance of Irrigation System in Spatial Dimensions in Semi-Arid Region Timor Island East Nusa Tenggara

Thirty-four percent (34.40%) of irrigation areas in Indonesia are under the authority central government, 17.89% provincial government and 47.71% District/Municipality government. Various efforts have been made by to improve performance surface water systems that cover 78% total area, however, did not significantly. One cause is due damage national canals affect system. The purpose this study was analyze factors influence institutional system spatial dimension semi-arid region Timor Island, East Nusa Tenggara. approach Geographically Weighted Regression (GWR) method chosen as an alternative analysis because it considers variability hydrogeological characteristics different each area based on their authority. results indicated cropping intensity had a significant effectand decreased higher rice productivity maintenance frequency main (headworks canals) would Meanwhile, lower rate Irrigation district/municipality lower/worse than those governments.
